Victoria 3 Hands-Off Preview – Putting Diplomacy and

Victoria is a deep, high-quality strategy game that’s more than just a twitchy time sink. It’s the latest in a series of highly regarded Paradox Development Studio games. In Victoria 3, you’re playing as the King of the British Empire, and the game is about establishing friendships with your neighbors in an attempt to dominate the world.

In Victoria 3, players can command militaries across the world in a total war strategy game. One player can be the queen.

Victoria 3 is the latest installment in the long-running RPG series. This is the game’s first release in five years, and its first appearance on Linux. The game’s developer, the Victoria Board Game Company, is a one-man operation. Edward “E-man” Sargent has been developing Victoria games since the early 1990s, and he continues to maintain the game’s code to this day. The game’s development community has been a minor player in the open source world, which is why we don’t get much in the way of regular updates.

Paradox closed the PDXCON Remixed announcement show today with some surprising news: Victoria 3 will finally transcend the status of a meme and become a real game. As many fans of the series can attest, it’s been a long time coming. Earlier this month, we got a glimpse of the upcoming strategy game during a press event held by the publisher. Victoria 3 covers the period from 1836 to 1936 and focuses on the economy, politics, industrialisation and social and revolutionary changes of the time. It promises a different kind of grand strategy compared to the developer’s other games. As in Europa Universalis 4 and Stellaris, the player takes charge of a country from over a hundred possible options, but without the fancy religious space mushrooms. word-image-2807 We got to see an alpha version of Victoria 3. The director of the game, Martin Anvard, stressed that there was still a lot of work to be done before the release of the game, after which he and the chief designer of the game, Mikael Andersson, discussed various aspects, starting with the economy. Each country has its own national market, but can also form customs unions with other countries. When an EU member leaves the customs union, it has to rely on its own market. But if the country’s economy is mainly based on the old market, problems can quickly arise. Commercial efforts can be extended abroad. In this case, ports can use convoys to connect these distant markets. You can trade different types of goods, including furniture, meat, sulphur or fabric. Although they are bought and sold at the market level, they are used and produced in the country’s buildings, which largely represent industry, government and universities. However, most buildings are associated with different industries. For example, a tool factory in Prussia employed 30,000 people, provided employment and produced tools. Players can upgrade these buildings and various parts of the industry. Depending on the performance of the buildings – market dynamics also play a role – they pay their employees higher or lower wages. Different segments of the population have access to different parts of these income streams. Since countries do not make money directly, but by providing employment and collecting taxes, buildings are also crucial for tax collection.

The return of Pops

Victoria 3 continues to use the pop system of the previous games, but not without making some improvements of its own. Means a portion of the population, a population includes all people of a particular culture, religion, and occupation in a place. One of the Prussian popes, for example, was made up of 2000 Protestant capitalists from northern Germany. The entire world population is modeled in this way, resulting in thousands and thousands of different locations around the world, Anward explained. Several factors can lead to a change in the population, which affects the country. Laws can be used to discriminate against certain cultures and religions. Population growth depends on the standard of living, which in turn is based on wealth, which depends on wages. Literacy also plays a role in Victoria 3 and determines a resident’s qualifications for various jobs, as well as radical/loyal status, which shows how much they love their country. Pop is not only vital for business, but also for politics. There are electoral mechanisms at play, but no separate party system. Instead, pay attention to the various interest groups that make up the political fabric of your country.

Stakeholders and policies

word-image-2808 During the demonstration, the Prussian capitalists considered the industrialists as their main interest group. The Junkers are made up of landowners representing the aristocracy, while the intelligentsia represents people working in academia. The list is not limited to these three, they are all clearly listed in the game rules menu. While it’s easy to paint everyone with a broad brush, pop groups can actually support more interest groups because the people in those groups don’t necessarily agree on everything. Ideologies are an important aspect of interest groups in Victoria 3. Prussian industrialists favoured individualism, had their own views on social welfare, education and other matters, and generally preferred private to public funding. In some countries, however, industrialists are not individualists. Every interest group also has a leader whose personal opinion carries a lot of weight. The Prussian industrialists were led by a royalist, so these industrialists opposed the abolition of the monarchy. Since you are dealing with different interest groups, you can track the political strength of each group’s supporters. If you are inclined to meet their demands, you may also encourage them to rise up and overthrow the ruling class. This can be done by intentionally passing laws they hate. If you go down that road, of course it means fighting them, but it’s good to know that other countries may be involved.

Laws and institutions

word-image-2809 The Victoria 3 laws fall into three broad categories.

  • Power Structure – addresses issues of monarchy/republic, suffrage, and religious and cultural recognition.
  • Economics – is about who has to pay taxes, how much taxes are levied and how much the government spends.
  • Human Rights – deals with issues related to fundamental freedoms, such as. B. the position of women, censorship and the protection of workers

The existing laws are the political foundation of the country. As mentioned earlier, laws can be changed to achieve your goals. The payroll tax, for example, is more regressive and taxes the poor. They can choose to introduce a proportional income tax, abolish the income tax altogether or switch to a progressive income tax in which the rich pay a larger share. The level of support for each bill is based on the opinions of various interest groups. Thus industrialists, jonkers and the petty bourgeoisie think that taxes are for the poor. Anward noted that they represent those who hold the reins of politics, not necessarily the people of your country. To change the law, you need at least some support from the government. However, it may satisfy different interest groups or make them so angry that they even call for civil war. The institutions of Victoria 3 are certainly not politically neutral, but reflect your bureaucracy and what the government does for the people. The Public Schools Act strengthens the educational institution and allows you to invest in it by improving your children’s literacy. Educated people are also more politically active. The Recruiting Office allows you to recruit common soldiers in wartime, and the Law Enforcement Office gives you access to the local police force, which is run by the Aristocracy. The head of these institutions will also identify how some interest groups are strengthened while others lose importance. Towards the middle or end of the game, more and more of your capital is invested in institution building, which is generally good for your nation. Each level is worth bureaucracy points. Institutions can also be adjusted downwards when the situation requires it, as in the case of war, where conscription may have a higher priority than education. However, this will take some time, so you should allow for that time.

Power, authority, bureaucratic influence

Bureaucratic power, as expected, is provided by the bureaucratic buildings in which the bureaucrats work who generate this power when they are paid and have enough paper. When your population grows, you have to manage more people, which leads to a greater need for bureaucracy. Authority, on the other hand, is obtained by passing regressive laws that give the head of state a lot of power. It essentially represents the ability of the head of state to rule by decree. As the country becomes more liberal, power declines and you have to rely more on the bureaucracy. Influence is your ability to interact with other countries. Essentially, you can take diplomatic actions and make pacts with other countries, with larger powers getting more influence than smaller ones. These three currencies are not ordinary currencies, but rather represent your ability to trade. They generate a certain amount of money and constantly spend some of it on things like customs unions. Also, make sure the currency does not drop to 0 or below. For example, if the bureaucracy ever drops below that threshold, a lot of taxpayers’ money will be wasted.

Diplomatic actions and games

word-image-2810 Diplomacy is an important part of Victoria 3, two main concepts are actions and diplomatic games. The first concerns relations and agreements between the two countries, and the position of the two countries in relation to each other. Prussia and Russia became demonstrative friends by establishing cordial relations between their governments. Prussia was not seen as a threat because it did not seek to expand its borders, which contributed to the friendly attitude of the other side’s government. This has paved the way for various actions, such as improving or worsening relations, forming alliances, proposing trade agreements or forming customs unions. These actions cost influence, the exact amount of which depends on the rank of the country, relations with the great powers being more expensive. Diplomatic games are more about conflict. In Victoria 3 they want to draw attention to the role of diplomacy and how it can get things done without resorting to armed conflict. According to Anward, this is a form of diplomatic intimidation . Prussia wanted to take Holmstein from Denmark, so they began a diplomatic game of shuffling. While the intention is to avoid this, it should be noted that such actions can still lead to war. Then a new menu appeared that initially showed only three participants in the diplomacy game:

  • Prussia, declaring the transfer of Holstein to itself
  • Denmark responded by demanding the liberation of Pomerania and the payment of reparations.
  • Holstein, having annexed Denmark as a subject.

The initially larger number of Prussian battalions puts them in a better position. You can add additional military objectives to the diplomatic game, but at the cost of additional threats. The problem is that other countries can also participate in the Diplomatic Games, which can make things more complicated. In this case Britain was the wild card, and Austria a rival to Prussia. You can make various concessions to the other participants to win them over, or at least prevent them from joining your opponents. Britain has colonial possessions very similar to those of Denmark. Anward offered Togo to Denmark in case of war, to let it go on the side of Prussia. It was hoped that the two superpowers would be sufficient to induce Denmark to accept their terms.

Broken plans

Disaster strikes when Austria joins Denmark and conquers Silesia. Shortly afterwards Bavaria claimed the Rhineland. You can let the diplomatic game run its course, or you can back down and give in to your target’s demands. Prussia retreats and liberates Pomerania. In addition to the loss of territory, the former owner’s economy suffers, he has fewer soldiers for field operations and loses some of his prestige. Prestige comes from several sources, including economic development, the size of the country, the strength of its army and navy, and funding for arts, technology, and various social issues. It determines where you are in the global order. Prussia is a great power, which brings with it several advantages. If you lose too much prestige, you will be demoted, eliminating these benefits. The three country classes are designed to provide a game that focuses on different aspects of Victoria 3. Smaller powers can focus more on developing their economies. They can be a force at the local level, but not at the continental or global level. The great powers themselves are involved in many economic games, but also have colonial interests. Enlargement would allow them to exert greater political influence and diplomatic clout in their region. In this case, the major powers prefer to make macroscopic decisions, with more tools at their disposal. They participate in international diplomacy, decide which conflicts to take part in, and help shape the world. The rating of the major power, as noted above, is a lever and, if lost, could lead to the denunciation of pacts or the dissolution of customs unions, which would have an impact on the economy. The team has made it its mission to make all these levels of play enjoyable.

Technology and other small things

word-image-2811 Victoria 3 is set in the 19th century. It reflects the major technological changes of this era by dividing its technology tree into three categories:

  • Manufacturing – includes inventions, things that improve or change your industries, such as acquiring the ability to produce silk instead of just using natural silk.
  • Military – includes army and navy inventions, including tangible objects such as the projectile rifle, as well as doctrines such as line doctrine.
  • Society – includes the big ideas of the time, such as centralization, law enforcement, egalitarianism, central banking, and human rights.

They all create challenges that you have to adapt to. You focus on learning one technology at a time, building on the intellectual class of your country. Technologies from other countries can also be released, and one new technology can be released in each category. Even if you try to stay away from anarchy or socialism, it can bring an ideology to your door that you don’t want. However, the spread of technology can be limited by censorship and other buffers that protect against the intrusion of ideas. As the end of the presentation approached, Martin Anvord acknowledged how much the fans have been asking for the game, and that Victoria 3 is a PDS game with a slightly different grand strategy. He described it as plus a management game that focuses on managing and tuning your community. The intention is also to create a light regime. The team wants to make the world around them more user-friendly, rather than giving players perks they get used to and inevitably lose as they move up to higher difficulty levels. Although the decision is not yet final, Paradox wants Victoria 3 to not only appeal to the hardcore audience of the series, but also hopes to attract new players interested in this type of management game. Although there is only one release date initially, it is possible that more will be added after the release. To prevent a relatively short period of time from going by too quickly, the day consists of several ticks. No missions or attention trees are currently planned, but colonization will be part of the game and have its own mechanics. Victoria 3 doesn’t have a release date yet, but it will definitely be available on PC via Steam, Microsoft Game Pass and Paradox Store. At PDXCON Remixed, Paradox also announced Crusader Kings III: Royal Court, Kingdom of Sin: Make It Count, and a teaser for Hearts of Iron IV: Don’t take a step back.
